It is with sadness that OGE shares with the ethics community the passing of former OGE Director Judge Frank Quill Nebeker. In his 93 years, Judge Nebeker served our nation in a variety of important ways, including serving as OGE director under President Ronald Reagan from 1987 to 1989.
Under his direction the Office made foundational interpretations of the criminal conflict of interest statutes and responded to the results of ethics litigation. Judge Nebeker left OGE to be appointed by President George H.W. Bush as Chief Judge of the newly created United States Court of Veterans Appeals where he served until 2001.
Judge Nebeker was a dedicated and long-serving public servant with a career spanning more than seven decades, in both the executive and judicial branches. Judge Nebeker made many important contributions to our country, our government, and the ethics community. It is with sadness, but also gratitude and admiration, that we say goodbye to the Honorable Judge Frank Quill Nebeker.
